The 1989 video for Madonna's Like a Prayer has come top of a poll of music videos that "broke the rules", the BBC reports.
In it, Madge dances around burning crosses and makes out with a black Christ-like figure inside a church.
And it wasn't just Like a Prayer that showed Madonna to be controversial in the poll of 10,000 MTV viewers - her clips for Ray of Light and Vogue were also in the top five.
Other videos included Britney Spears' Baby One More Time at number two and Thriller by Michael Jackson at number three.
The top UK artist in the poll was Robbie Williams for his Rock DJ video in seventh place, while Jamiroquai made ninth place for Virtual Insanity.
MTV refused to show Madonna's Justify My Love video when it was released in 1990 because of its sexual content, and videos for Erotica and What it Feels Like For a Girl were also restricted.
Meanwhile, Michael Jackson's Thriller video ran to 13 minutes and was directed by American Werewolf in London creator John Landis.
